1/2 cup whole milk
1 cup shredded cheese (cheddar or Gouda)

1/4 teaspoon black pepper
1/4 teaspoon paprika


Instructions

Preheat oven to 375°F (190°C)
Sauté onion and garlic in butter until softened
Add flour and whisk to form a roux
