Ingredients

1.5 lbs ground beef (or lamb)
1 large onion, finely chopped
2 medium carrots, peeled and diced
1 cup frozen peas, no need to thaw
23 cloves garlic, minced
1 cup beef broth
1 tablespoon tomato paste
1 teaspoon dried thyme
1 teaspoon dried rosemary
Salt and black pepper to taste
3 cups mashed potatoes (prepared with milk and butter)
Optional: 1 tablespoon olive oil or butter for sautéing


Instructions

Preheat oven to 375°F (190°C)
In a large skillet over medium heat, sauté onion and garlic in oil or butter until softened
Add ground beef and cook until browned and crumbled
Stir in carrots, peas, beef broth, tomato paste, thyme, rosemary, salt, and pepper
Bring to a simmer, reduce heat, and let cook for 25-30 minutes
Stir occasionally until the mixture thickens and flavors meld
Transfer meat and vegetable mixture to a 9×13-inch baking dish
Top with a generous layer of mashed potatoes
Smooth the surface and create a small indentation in the center for even baking
Bake for 20-25 minutes, or until the potatoes are hot and golden on top
Let rest for 5-10 minutes before serving

Notes

For a dairy-free version, substitute butter in the mashed potatoes with vegan butter or olive oil.
